At first I was a bit worried
Pulled the valve cover off to get a look at the top end. Took the rocker arms off and went to a machine shop. They say moisture from sitting outside for a few years and never being started. The push rods are not rusted. I decided to just replace the rocker arms and push rods for now to see if it will run at all before I put a bunch of money in the motor .

Its a combo of rust and old oil buildup . The machine shop assured me that these little motors are pretty much unkillable
The valve springs have no rust and when pushed down are not stuck . Starting a engine with a stuck valve is not a good thing . Things get bent and broke .

New rockers
New rocker arms installed and pushrods also Put some MMO down the pushrod holes to help free the lifters .
I have a article I found on Google about starting old engines I will post sometime it's really good info and I followed it pretty much to a T.
Heres a rough draft and what I did.
Changed the oil , Replaced the filter with a Fram PF3680 . Its a bigger filter than stock and replaces the AC part PF51 that is not made anymore. It allows you to put 4 Quarts in the engine a quart more than the original level. Wow oil was terrible . Came out like diarrhea sorry but that is the best way to describe it .
Spark plugs removed and appox a teaspoon of MMO oil in each clyinder . Then let it sit for a couple of days
Day two more MMO oil and now crank it over a few times to coat the clyinder walls so the rings can reseat. but leave the plugs out when you crank it . can't remember the reason but just do it. This will also let you know if its locked up and a waste of further time.
Day 3 Now its more fun leaving the plugs out more MMO oil and then crank it several times untill the oil idot light goes out on the dash If it does not after about 30 seconds you may have deeper problems.
To be safe have a fire exiisher handy just in case of a total failure and fire.
Now the fun part Put the plugs back in and give it a good cranking and see if she starts . If it don't try a shot of stater fluid down the carb or thottle body is the techical term and try again . Note also if its not turning off the idiot light its not building oil pressure . So if it starts watch than very closley . It will be noisy at first mostly in the top end till it gets oil up their maybe a knock in the bottom too but that should go away within 30 seconds or so as oil gets into the bearings and connection rods. If it gets very loud sound turn it off and have someone who knows engines well take a look and listen . You can cause a big problem like spin a bearing or throw a rod bearing though your oil pan. Very bad thing
Mine started right up a little upper end noise but quitened down quickly . Ran a little rough for several min but idled at like 2500 RPM and would not slow down . I turned it off and was a bit nervious to let it run that fast very long. The fast idle problem turned out to be the computer needed to be reset by driving the vehicle over 30 mph . Fast idle solved .
Now I changed the oil again after just letting it run for 5 Min. The oil was very black again and still some lumps coming out . So I think this was a good idea. another 20 bucks for oil and filter but good insurance in case it broke crud loose in there.
Bottom line this motor ran great ! The machine shop was right this is a great running little motor.
